When first using Salesforce’s Connect for Outlook, if you sync with a full Outlook folder, you will most likely end up with duplicate records in both Salesforce and Outlook.

By syncing with an empty Outlook folder, Salesforce will populate the Outlook folder with associated data from Salesforce so you will only have one copy of each record, and each Contact will be associated with the appropriate Account.
